Responding to the lack of scholarly attention to the internal structure and processes of the Indonesian Civil Service, this article examines characteristics of the regional government bureaucracy that are likely to hinder or to facilitate continued economic development. The empirical data were drawn from a 1988 survey which was unprecedented for its large sample size and nationwide coverage, supplemented by interviews conducted in 1995. Qualifications of regional-level civil servants were operationalized in three ways. The first finding was a strong, positive relationship between an individual's grade and his level of formal education. But field of educational specialization was often unrelated to the function of one's employing agency. Thirdly, and most surprising,was the relatively high frequency of misalignment between an individual's civil service grade and the rank of his position. This finding, especially, poses some intriguing questions for further study.
